If it's summer, then the best thing would be a terrace. If we're talking terraces, then there's nothing better than the El Viajero on Plaza Cebada. They have a small restaurant downstairs and a great terrace on the roof. You can have beer for 2 Euros and enjoy the night skyline of Spain's capital. Tapas are also on the menu
